My cynical side says that the whole creche and choice system is a well designed flimflam to give the impression of choice.
If you control how the child is brought up, you can control a great proportion of how they see the world. Careful manipulation of education and personal interaction would mean a high probability of ‘choices’ that you aim for. Elevated individual intelligence can help skew the chances but it would still have a high probability of success.
Shows the Imperials can possibly be devious while still giving the impression of choice and individual determination. All in all though, a far step up from the virtual slavery of GELFs prior to intervention.
